中国农业大学与联合国南南合作办公室共同发布 南南合作特别报告



2018年9月14日上午,全球南南合作智库对话会以“中国农业南南合作”为主题在联合国总部举办。中国农业大学校长孙其信与联合国秘书长南南合作特使兼联合国南南合作办公室主任霍尔赫·切蒂克(Jorge Chediek)共同出席了该对话会。中国农业大学起草的南南合作特别报告《南南合作评估框架及其在中坦合作中的应用》在该会发布。联合国南南合作高级别委员会主席暨乌干达常驻联合国代表Adonia Ayebare大使、国际食物政策研究所所长樊胜根先生、联合国粮农组织、世界粮食计划署、国际农发基金、联合国开发计划署代表出席了活动并发表致辞或评论。包括中国、坦桑尼亚、安哥拉、贝宁、哥伦比亚、墨西哥、加拿大、几内亚、厄立特里亚、埃塞俄比亚、南非、沙特阿拉伯、在内的近二十个国家的驻联合国使团大使或代表参加了活动。 Jorge Chediek先生在致辞中再次祝贺中国农业大学 “一带一路/南南农业合作学院” 的成立,赞赏其为支持全球范围内农业领域南南合作、知识和经验分享作出的巨大努力。他指出发展中国家农业和农村发展是在全球范围内实现消除贫困和饥饿,以及可持续发展目标的关键。 中国在南南合作领域进行了超过60年的探索与实践,积攒了大量的优秀实践经验。中国政府、学界、智库及研究机构做出了大量努力、投入大量资源支持总结中国的经验和实践,并分享给广大发展中国家。联合国南南合作办公室及联合国系统各专职机构,将持续在研究、知识产品生产和能力建设培训等领域积极支持中国与广大发展中国家的共同努力。 孙其信校长在致辞中指出,南南合作正在成为全球发展中不可忽视的力量。1978年联合国南南合作高级别大会通过了布宜诺斯艾利斯行动计划(简称BAPA),旨在全球层面促进和实施发展中国家间的技术合作。今年正值该行动计划通过40周年,中国农业大学南南/一带一路农业合作学院完成了一份特别报告《南南合作评估框架及其在中坦合作中的应用》(An Evaluation Framework for the South-south Cooperation and Its Application in China-Tanzania Cooperation),旨在为南南合作提供更多的工具和方法。该报告回顾和评估了中国与坦桑尼亚在农业、基础设施和卫生三个领域的南南合作典型案例,总结了以中国为代表的发展中国家倡导和实践的新型南南合作的要素。中国农业大学未来将继续推动农业和农村领域的南南合作,在知识产品提供、人才培养和能力建设、经验示范和分享方面做出更大的努力。 农大南南/一带一路农业合作学院院长李小云介绍了报告的背景和发现。他指出,今天中国、印度等国家正在实践和推动的南南合作在资金模式、实施方式及合作理念等方面不仅与传统的南北合作不同,与40年前的南南合作相比也发生了很大变化,可以称作新型南南合作。国际社会以及发展中国家都需要更好地理解这种新型南南合作,从而推动其发展。在这样的背景下,南南农业合作学院完成了此次所发布的评估报告。与传统的基于系统性数据的评估不同的是,此次评估从学习的视角出发,从政治、经济、社会、文化等多个维度总结了中坦新型南南合作的要素。 联合国南南合作办公室王晓军副主任主持了报告发布环节,中国农业大学农学院金危危院长、园艺学院韩振海院长、植保学院彭友良院长、国际处冯伟哲处长等参加了会议和报告发布活动。   \"\" 报告封面
