About the Guidelines

 

South-South and triangular cooperation has been instrumental in addressing global development challenges and fostering growth by leveraging partnerships between developing countries and triangular partners, including developed countries and multilateral organizations. This document provides guidance to assist the UN development system leverage South-South and triangular cooperation to accelerate progress towards the SDGs. It offers a step-by-step resource to use when integrating South-South and triangular cooperation into the Common Country Analyses and UN Sustainable Development Cooperation Frameworks at country level and UN planning/ monitoring instruments at the regional level. They also provide useful tools and information on South-South and triangular cooperation knowledge portals, networks and funding mechanisms.

Highlights of the Guidelines

 

Policy: Principles and Definitions

This chapter familiarizes readers with the policy context for the Guidelines, including key inter-governmental processes and their decisions on South-South and triangular cooperation as well as the UN System-wide Strategy on South-South cooperation and triangular cooperation. It provides an understanding of definitions and principles of South-South cooperation and triangular cooperation; and contextualizes South-South cooperation and triangular cooperation in the wider sustainable development discussion. It also highlights the role and advantages of South-South and triangular cooperation in achieving the Sustainable Development Goals and provides a background on the role of the United Nations Development System in leveraging South-South cooperation and triangular cooperation to achieve national development objectives.

Practice: Integration in CCA and UNSDCFs

Learn how South-South cooperation and triangular cooperation can be integrated into Common Country Analysis (CCA) and UN Sustainable Development Cooperation Frameworks (UNSDCFs). This chapter details steps and tools to integrate in CCAs and UNSDCFs and to assess needs and assets for engaging in South-South cooperation and triangular cooperation. It provides case studies and examples of UN Country Teams that have successfully integrated South-South and triangular cooperation into Common CCAs, UNSDCFs and UN Entity Country Programmes.

Integration at Regional Level

This chapter outlines key entry points and processes at regional level to mainstream South-South cooperation and triangular cooperation, including support for subregional mechanisms and the significance of multi-country frameworks. It delves into ways to effectively integrate South-South and triangular cooperation in the planning, reporting, and monitoring processes of Regional Collaborative Platforms (RCPs), Regional Commissions, and regional offices of UN entities. It also provides case studies and examples where Regional Commissions and RCPs have successfully incorporated South-South and triangular cooperation.

Knowledge Sources and Tools

This chapter provides a wealth of information on South-South and triangular cooperation knowledge sources and networks including digital platforms and hubs, knowledge networks hosted by the UN development system and partners, good practices, toolboxes and resources where UN entities at global, regional and country level can seek support.

Partnerships and Financing

Recognizing the value of engaging diverse stakeholders for resource mobilization and knowledge exchange in South-South cooperation and triangular cooperation initiatives, this chapter shares information on South-South and triangular cooperation financing mechanisms including a plethora of trust funds, development banks and other financing institutions.

Monitoring, Reporting & Evaluation

Data is critical to making evidence-based decisions. Familiarize yourself with the action plan, monitoring framework and reporting, evaluation mechanisms in the UN System-wide Strategy for South-South Cooperation and Triangular Cooperation. Understand how to apply monitoring and evaluation frameworks while developing UNSDCFs and regional cooperation frameworks. It shares information on the responsibilities of UN entities at global, regional, and country levels, including United Nations Country Teams (UNCTs) and Resident Coordinators, in implementing the monitoring framework. This chapter also provides an outline of available resources for monitoring and evaluation on South-South cooperation and triangular cooperation.
