The Government of China has officially endorsed the finalized Programme Note of the China–UN Global South-South Development Facility, marking an important milestone toward the Facility’s operationalization.
Further details on the Facility’s operational modalities, including future calls for proposals and partnership opportunities, will be announced through official UNOSSC channels beginning in July 2026.
First announced during the 80th session of the United Nations General Assembly in September 2025, the Facility is being established under the framework of the United Nations Fund for South-South Cooperation (UNFSSC) to support demand-driven South-South and triangular cooperation initiatives among developing countries.
Operating from 2025 to 2030 with an initial contribution of US$10 million, the Facility is anchored in Sustainable Development Goal 17 on partnerships for the Goals and will support action across all Sustainable Development Goals in line with national priorities and country needs.

Designed as a flexible and inclusive mechanism under the UNFSSC framework, the Facility will provide support through micro-capital grants, small-scale projects and capacity-development activities. Its focus is on generating practical results, strengthening knowledge exchange and technical cooperation, and advancing scalable South-South and triangular cooperation solutions.
The Facility will foster partnerships in areas including technology cooperation, digitalization, innovation, sustainable agriculture, and green and resilient development. It will support initiatives involving two or more developing countries, with particular attention to least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS).
The Facility builds on more than 25 years of partnership between China and UNOSSC in advancing South-South cooperation and sustainable development. It also draws on lessons and achievements from a range of successful collaborative initiatives, including the China South-South Development Centre Project, the Global South-South Development Centre Project, and the Maritime-Continental Silk Road Cities Project.
By supporting country-driven partnerships, knowledge-sharing and practical solutions, the China–UN Global South-South Development Facility aims to help accelerate sustainable development progress across the Global South while strengthening solidarity and cooperation among developing countries.
